Visual Description:

Shukaku's Tail is an item consisting of a collection of special free flowing sand particles which at best can span a 5 meter radius, but for mobility purpose this mass of sand can be condensed. Normally this is done in the above form, but due to its fully fluid form can take upon any desired shape.

Shukaku's Tail - Having said to have been severed from the 1-Tailed Beast, this ability imbues the mass of sand with the user's chakra and giving them the ability to manipulate its shape and movements within a 20 meter radius of the user at their base speed. Due to the fluid flowing property of the sand it consists of portions of it can be severed and manipulated without harm to the base form. The Shukaku's Tail is a product of being the bijuu's Jinchuuriki, thus linking the two by the chakra they share and allowing the mass of sand to be used in conjunction with techniques even at a distance to increase its endurance. As a result, this ability cost +50 to Endurance while costing an extra 10 Chakra per post.

Cost: 1,000 + 4,000 (Minor Ability) = 5,000 Ryo

Having said to have been severed from the 1-Tailed Beast, this ability imbues the mass of sand with the consciousness of the bijuu, giving it a sentient nature to move or act on its own within 5 meters at a base speed of its Jinchuuriki.

Its a no one the consciousness stuff, sentient nature and acting on its own. Why not simply create the canon tech for this? Shukaku protects its Jin using sand at close range.
